| During 30 years of reform and opening-up, telecom industry achieved rapid development, has obtained remarkable achievement. Entering the 21st century, the fixed telecom business developed slowly, and the mobile business developed rapidly. With three telecom operators restructuring and the arrival of the era of 3G communication, mobile data service gradually become the new business highlights and the main income of the operators.Due to the rapid development of mobile data services, currently method of telecom operators assessing the performance of data services of the sub-city companies is not satisfied. The main problems of the performance evaluation method are three, having not comprehensive evaluation indexes, evaluation result being subjective and difficult to find the essence of business problems. To solve these problems, this paper constructs a performance evaluation matrix liking the GE matrix, researches the performance evaluation from two angles-internal factors and external factors.First, through actual investigation and related literature telecom industry reading, the paper summarized the current performance evaluation methods of sub-city telecom companies to data services, and explained the importance of this research.Then, through the back of the domestic and foreign enterprises performance evaluation theory research, and combining the characteristics of mobile data services itself, the paper defined the internal factors as business foundation and the external factors as economic foundation, and ensured the valuation indexes for the two aspects. Combining the two dimensions of evaluation indexes, it formed the comprehensive evaluation model of this paper and put forward the corresponding management advice.Finally, with the real data of some telecom company and the local economic data, this paper did Empirical research. It constructed the local performance evaluation matrix and put forward the corresponding management advice. The result was superior to the old one. |
