State-level Economic and Technological Development Area(State-level ETDA) was first built in 1984. After more than 20 years' development, ETDA is proliferating in terms of number and scale, which contributes increasingly to China's economy. As special economic zones, ETDA has been the new ecomomic growth point, the innovation in technology and management, and the important symbol of a modern city. But with advancement of ETDA and situation change of home and abroad, especially the deepening reform of Socialist Market Economy System and enlargement of the Opening-up, ETDA is confronting lots of new situations and problems. The original advantages in policy and system have been weakened. Accompanied with many years' in-debt-development, multiple factors make the financing requirement greater and greater, such as the increase of debt interest, increase of foreign direct investment(FDI), adjustment of foreign investment policy, expiration of the period of preferential policy made ETDA financing requirement greater and greater. It's necessary and urgent for EDTA to establish an effective financing platform in order to solve the financing bottleneck problem.Firstly, the thesis defines the concept of ETDA and reviews the previous theoretical researches on ETDA. Based on both analysis of main financing modes and the theories on the financing of building ETDA, summarizing the experiences on financing mode of city plan and construction in developed country, analysis, contrast and demonstration on the adoptable financing modes were made. Taking A-ETDA as an example, the dissertation emphatilcally analyzes the deficiencies in the present financing system. After researching and summing, the author put forward constructive opinions and suggestions in terms of government support, technology and legal environment.
