Steel industry is a fundamental pillar industry which has enormously affect on China's economy development. With the more than 58years' development of our country, China has set up her complete steel industry system so far and become the Nol steel production country in the world from small to big, weak to strong. The steel yield in 2006 attained to 419,000,000 tons, which was 34% in the global and China has continuously kept the Nol steel output record in the world for eleven years, thus won focus attention of the whole world.However, in the recent few years, there has been a "steel overheat" phenomenon in our steel industry. Many steel business enterprise have tended to extend their yield year by year, especially some region government sections pursue the GDP increasing speed blindly under the drive of the economic benefits and excessively made the achievement projects that eventually led to a partial heat in a administration-predominant investment, thus resulted in a continual expansion in investment scale and a serious low-level repetition construction which have brought certain negative influence to the development of the national economy and a beginning of a evil or unfair competition. This paper is mainly to analyze the "steel overheat" phenomenon and discuss some problems that occur in the process of our government system reform and government function transformation by means of some administrative management theories such as the economic system and government act, market disorder, public products, external effect, centralization and decentralization in the current government, etc, and to put forward some suggestions on the direction and measurers of the government function transformation.
