Sino-US relation is one of the world's most important and complex bilateral relations. The quality of relations between Sino-U.S. will not only impact China and the United States but also the entire international community significantly. In all aspects between the two sides, the development of economic and trade relations is the top priority. With the pace of technology development, an important sign industry has emerged in the course ofeconomic development--the intellectual property rights economy. Intellectual propertyprotection and access to quality control has become an important lever of economic development for a country.Interest groups are an integral part of the democratic political process in the United States, directly or indirectly affect U.S. domestic and foreign policy formulation. Relations with China is the focus of interest groups, they timely impact the Government's and the Congress' policy formulation toward China. Similarly, U.S. intellectual property policy is impacted by the interest groups profoundly. In recent years, intellectual property rights has gone beyond its inherent economic and legal significance, and the political connotation of the Sino-US about intellectual property rights issues tend to be politicized more clearly, and be promoted by intellectual property interest groups.In the United States trade law, "Special 301" is one of the important outcomes during the protection of intellectual property rights. Whether in the process of its formulation, or in the process of its implementation, the U.S. intellectual property interest groups are playing an important role. The U.S. International Intellectual Property Alliance is a representative one of the intellectual property interest groups and is important to the United States, which plays a decisive impact on the formulation and implementation of the U.S. "Special 301". This paper cites the case of the United States International Intellectual Property Alliance on U.S.-China trade and economic policy-making under the framework of the "Special 301" to interpret why and how U.S. intellectual property interest groups impact on U.S. policy toward China in economic and trade.Finally, according to the examples above and theoretical exposition, the paper aims at how to deal with Sino-US economic and trade relations in the field of intellectual property rights.
