This article reveal the problems and root of financial expenditure structure of the city on the basis of multi-angle, Multi-level research of the situation of financial expenditure structure of Qingdao; Based on the state of the economic development and background of financial system reform in Qingdao City, the object of the reform of financial expenditure in Qingdao City will be analyzed; multi-objective optimization model of local financial expenditure structure will be used to make the optimization program of public financial expenditure and pose the optimization ideas of public financial expenditure structure in Qingdao, optimal policies and recommendations for the financial expenditure structure of Qingdao City will be posed further , drawing on the optimal typical experience of foreign financial expenditure institutions,Based on the integration of theoretical study and practice, the general research and special research, the qualitative and quantitative research on the whole, this article does a comprehensive study of public financial expenditure issues of Qingdao City.
