Study Of Demand-oriented Urban Housing Security System

The security system of urban housing refers to some institutional arrangements that vulnerable groups of city housing are provided houses for basic needs of housing by society,the essence of which is to solve housing problems through state and social strength by the government.With the rising housing price and increasing income being differential,traditional welfare security system of urban housing and supply-oriented security system of urban housing in our country are unable to deal with the housing problems of low-and-middle income groups,unilaterally relying on governments or markets.This paper reviews and compares features,virtues and defects of governmental welfare security system of urban housing and supply-oriented security system of urban housing by analyzing the developing track of the security system reform of housing in our country,focusing on the institutional evaluation of the present supply-oriented security system of housing,and comes up with the necessity of the reform,from the perspective of policy direction,market effect and influence on residents.This paper applies Maslow's Hierarchy of Needs Theory,Keynes' Inadequate Effective Demand Theory,Pareto Optimality Theory,and Matthew Effect Theory to put forward the foundation of demand-driven security system of urban housing at the starting point of basic needs of housing security groups.For this purpose,firstly,the construction of supply system of urban housing is discussed corresponding to the security system,including qualification judging mechanism,prediction system of housing needs,structure of housing security market and so on.Secondly,the mechanisms of demand-driven security system of urban housing are studied and established systematically in investment,management and reserve.Finally,the problems of government liability in security system of housing are presented, elaborating the governmental responsibilities from the administrative,legal,and socially responsive respects.
