China's High-tech industries are very intensive fields for foreign direct investment (FDI). Foreign-investment enterprises place a very important role in the industries. While, technological innovation is the life of High-tech industries; with inflows of FDI, technological innovation in this industries shows a tendency of increase year by year, and technological innovation also has achieved fine results. The inputs and outputs of industry's technological innovation determine its innovation performance. Therefore, in this context, the question which will be discussed in this paper raise: what kind of influence does such intensive FDI have on technological innovation performance in High-tech industries? And what is the mechanism?First, this paper summarized domestic and foreign related research about FDI technology spillover effect and the technological innovation performance. Secondly, we took the technological innovation theory and the foreign direct investment theory as a foundation, unified two theories, and constructed a theoretical model about the influence of FDI on industrial technological innovation performance. This model hypothesizes FDI inflow has positive influence on the industrial technological innovation performance through direct and indirect spillover effect. And the indirect influence is realized through a mediator variable—technological innovation inputs. Then, this paper took the 13 trades of high-tech industries as the study object, and confirmed this theoretical model's validity in high-tech industry using mediator effect analysis and panel data model, etc.In view of the fact that there are some differences in situation of foreign direct investment and the technological innovation in various trades of high-tech industries, we further studied the influence of FDI on technological innovation performance in sub-trades. The empirical study indicated that FDI entry degree have significant influence on technological innovation performance in five trades, which are the chemical medicine manufacturing, the telecommunication equipment manufacturing, the electronic device manufacturing, the electronic computer complete machine manufacturing, the electronic component manufacturing; But other eight trades, like the traditional Chinese medicine and Chinese medicine processing, the household audition equipment manufacturing, the office equipment manufacturing, the medical equipment and instrumentation manufacturing etc., their FDI entry degree have not so much significant influence on technological innovation performance. So, this paper carried on more thorough discussion on the reason why there are differences in influence degree of FDI on technological innovation performance in various trades of High-tech industries.Finally, this paper proposed some suggestions about how to use FDI to enhance industrial technological innovation performance for government, High-tech industries and their sub-trades.
