Talents become the focus of the 21st century. The competition among enterprises mainly focuses on core competitiveness -- talents. Human resource is the most important and active factor in productivity. Owing to the enterprises′ceaseless straining after technical innovation, innovative talents become the main contest among enterprises. IT enterprises will stay a dynamic change of the talent demand on account of both interior and exterior factors. Therefore, the layout of talents exert important influences on the development of people in IT enterprises. IT manpower demand forecasting is the keystone and difficulty of layout human resource. However, the past methods of demand forecasting are deficiency in scientific, objectivity and accuracy which unsatisfied the enterprises′manpower demand forecasting.Using various research methods, this thesis trys to study the personnel of IT service outsourcing in Chengdu city and to analyse and predict the supply and demand of the existing personnel. This thesis firstly expounds the development and trend of IT service outsourcing;secondly, analyses currently the supply and demand of existing personnel in Chengdu city,In this way, we can try to find out the factors which influence the demand of IT talent and establish the hierarchy model of main influencing factors; Thirdly, adopt gray analytical hierarchy process to work out the weighting of main influencing factors and establish the model of IT manpower demand forecasting according to grey system theory; Forthly, predict the number of IT manpower demand forecasting with the above model and modulate the result according to the weighting of main influencing factors; Finally, with the above model, this thesis will predict the number of IT manpower demand forecasting between 2007 and 2012 in Chengdu.This thesis uses qualitative analysis and the approach of system analysis to analyze the key factors of demand forecasting model. And employs quantitative analysis to confirm to work out the weighting of main influencing factors and establish the model of grey system theory. Also adopts integration of theory with practice and theory to study in detail.The main achievements of this thesis: (1)It adopts gray analytical hierarchy process to work out the weighting of main influencing factors.(2)It establishes the model of IT service outsourcing manpower demand forecasting according to grey system theory.(3)It systemically studies the polices of IT service outsourcing manpower.
