Ppp Mode In The Quasi-business Infrastructure Projects In The Risk Management Model

The importance of the public infrastructure has already been generally recognized in the world,because public infrastructure project always have long construction period,huge investment,poor efficiency,and high consumption of resource,all these aspects have already become a serious problem.Under such a background,another problem needs to be solved urgently,which is how to redeploy social resources into public infrastructure construction and broaden the participation of the social fund with the leading of government,thus change the single investment financing mode.Then,PPP mode come with the tide of fashion,its application scope is wider and with more obvious advantage,compare with other financing mode.This mode makes the public and private departments offer high-quality public products and service to people with their own experience and advantage separately.However,there is no standardized application procedure to PPP mode at present,the understanding of PPP project risk is not enough and the PPP project risk study is deficient,how to make PPP project play a better role in infrastructure construction;How to combine the particularity of each PPP project to carry on pointed and effectual risk management;How to summarize a set of standardized PPP risk management model according to the experience and lesson that based on past PPP project——These problems are demanding prompt solutions.This article analyses and uses domestic and international experience,with the basis of analyzing PPP mode risk characteristic,risk occurring period,risk influence degree and the studying of typical PPP project,to refine out generality PPP mode risk management model and utilize RBS to make detailed demarcate of risk factors in each stage of PPP project life cycle.Meanwhile,with the basis of discussing PPP mode operation method in infrastructure project and the rights and obligations for each participant,the risk allocation module and risk allocation frame confirmed by qualitative analysis,and the risk evaluation matrix introduced to help the participants,effective risk management is carried on.The innovation of this text is introduced RBS to PPP mode risk management,and refine the PPP mode RBS.
