Epistemology of decision-making is a theory that is to study the nature and the laws of human decision-making activities on the high degree of the Marxist philosophy and to deeply understand the philosophy of epistemology. In this paper the decision-making mechanism was establish ed with using multi-disciplinary knowledge, epistemology decision-making on all issues, in order to promote awareness of decision-making process more scientific, systematic, democratic. For its establishment, it is benefit for the contemporary understanding of the decision-making theory and interpretation of case studies.First, the meaning and basic characteristics of the decision-making process was dissertated, and decision-making basic process was discussed from the perspective of integrating with the logic on the basic understanding of the decision-making process.Second, factors of effects on the decision-making process were analyzed from the main body, methods, information systems and environmental aspects.Third, the game act of the cognitive psychology, cognitive information and choice acts aspects between cognition and decision was discussed.Fourth, the perfect decision-making mechanism and the decision-making system of expert Demonstrated advice were reported, and process of the decision-making cognition was standarded. Through construction of evaluate mechanism, intendance mechanism and responsibility mechanism of the decision-making cognition, the process of the decision-making cognition was made to be more scientific, systematic and democratic.Finally, through the new analysis of China's foreign policy research, the important function of the decision-making process during development of diplomacy was studied. Case studies about factors on system, information, the main method, environment affected the decision-making cognition were carried out.
