County Circular Economy Development Strategy Research

Circular economy gives attention to the harmonious unification of economic, social and environmental benefits, and it's a kind of embodiment of the scientific development strategy that pays attention to the coordination of the economy and ecological environment. The characteristics of the circular economy are the low consumption and high utilization rate of the natural resources and the low emission of the wastes. Its core is the 3R, i.e. the wastes reduce (Reduce), the resources reuse (Reuse) and the recycle (Recycle). Its aim is to achieve the highest utilization rate and the circulation to the maximum extent, so that the minimization of the emission of the wastes and the ecological economic activity of human can be realized, and the economic activity can accord with the laws of material circulation of the natural ecosystem, and finally the "win-win" situation between the economic society and the ecological environment will be realized.The report to the Seventeenth National Congress of the Communist Party of China proposes that the circular economy shall be developed energetically, the saving of energy resources and the protection of ecological environment shall be strengthened, and the capability of sustainable development shall be enhanced. This thesis has discussed the developing strategy of the county area circular economy with the support of the task achievements of the Research on the Planning of the Strategy of the County Area Circular Economy and taking Mile County as the target of the empirical study. Mile County is in the process of fast development of industrialization, and its instable foundation, great population, relatively lagging behind technology and management and the shortage of resources have been the bottleneck that restrains the development of its economy. Meanwhile, because of the long-term overexploitation, the natural resources and ecological environment in and around the Mile County have all suffered the destruction of different degrees. If the high-speed growing of the economy is still maintained via the high-consumption, low-output and high-pollution production mode of traditional extensive type, the pressure on the environment and resources will exceed the limit of ecological safety, and the economic growth will become the short-term phenomenon which is difficult to sustain. Therefore, the study on the development strategy of Mile County area circular economy and the discussion on the potential of the economic development of Mile County, have the important realistic significance to the relieving the sharp contradictions between economic growth and resources and environment that are encountered during the economic development of Mile County. Meanwhile, the research discussed in this thesis has certain reference significance for cities and counties similar to Mile County.This thesis can be divided into three parts and the main content is as follows:Part 1, is Chapter 1 Introduction. This part has mainly explained the main content, background, significance, method, innovations of the research discussed in this thesis.Part 2, includes Chapter 2 Overview of Theories of Circular Economy and Chapter 3 Analysis on Developing Pattern of Regional Circular Economy. This part has mainly explained the research on the developing patterns of the regional circular economy at home and abroad on the basis of the theoretical study.Part 3, This part is also the key part of this thesis, includes Chapter 4 Study on the Developing Strategy of Mile County Circular Economy in four aspects of enterprise, industrial part, agriculture and society; Chapter 5 Analysis on the Social, Economic and Environmental Benefits of Developing Circular Economy in Mile, mainly analyzed the contribution extents of developing circular economy in four aspects of enterprise, and analyzed the economic and environmental benefits of developing circular economy in Mile starting from the industrial economy of Mile County; Chapter 6 Guarantee and Support System for Development of Circular Economy in Mile. The final part is the summary of this thesis.
