Third Party Procurement in our country is still a kind of newborn thing, and still needing constantly to develop and makes perfect in practice. Its essence is that the enterprise faced the complicated increasingly nonlinear environment change, and in orders to cultivate and upgrades that enterprise core abilities as the foundation, and external mends the ability mutually in order to have the aid of to serve as the means, and in order to procure the market competitive advantage that goes on is the strategic behavior of purpose.The existence of Third Party Procurement is the need of the development of society. Theory is in progress fully setting forth one's views the analysis by way of Division of Value Creation Theory, Labor in Society Theory, Comparative Advantage Theory and Resource Distribution Theory as for what of third party procurement in chapter 1, and analyzed home and abroad economic environment and development trend, as well as characteristics of third party procurement in chapter 2, thinks that third party procurement that the basis and the economics principle that embodies decides its science, thus third party procurement the brilliant performance according to his powerful function can created to imitate in reality, and this has been decided with third side to purchase certainly to became the enterprise to go on to develop and has raised the important means competing power.If the company wants to keep the regular production, he has to cooperate with a group of suppliers who are really reliable and can provide the products on time. One of the most important things to third party procurement is that whether they can do well in dealing with their suppliers. This article uses a mold of relationship between third party procurement agency and its suppliers to explain how the behaviors of the two parties have influence on the cooperation in the future in chapter 3. Then the paper introduces five kinds of the supplier relationship. The third party procurement agency can concentrates on their key suppliers after they sort out the supplier category. They will establish strategic partnership with their key suppliers to largely reduce the production cost and improve efficiency.After we know the importance of the supplier relationship, chapter 4 discusses the most important job at the first stage of the supplier choosing and estimating. When the purchasing project starts, third party procurement agency will set up the database after they have done detailed survey of all their potential suppliers. They should arrange the supplier choosing and estimating job according to their customer's requirements. The standards of choosing & estimating supplier can be extremely much. This paper only chose few of them to discuss. More, the theory of "Early Supplier Engagement" is introduced in chapter 5. This theory has practical meaning in guiding the third party procurement to get early preparation and gain necessary knowledge from their suppliers. All these measures can help the enterprise achieve the goal of cost control.In chapter 5 company A is introduced as an example to analyze its current purchasing situation and the existing problems as well as the measures. Third party procurement agency in domestic can learn much from this sample. At the end of the paper some suggestions were introduced for the development of third party procurement at the point of enterprise and government.In a word, third party procurement has a tremendous power to win the position in today's drastic competition.
