Nowadays, China is in the period of economy transfer. And government investment function must also transform in order to accommodate the transfer of economy.At the matter of fact, the government put lots of capital into competitive field. And maintain a lot of competitive state corporations. Some local government high on putting capital into some "Zhengji project" and "Mianzi project" and neglect public domain such as education, medical treatment, sanitation, science and technology domain and social security and so on.Because of the "under-reacting" and "over-reacting" of the government investment function with the objection of the administer mechanism of the government investment, the efficiency of the government is low-rise from macroscopic view and microcosmic view. At this point, the text investigate the efficiency of the government investment.This paper has five parts. First of all, part1 illuminate the conception of government investment, efficiency and efficiency of government investment and so on. Part2 discuss the four aspects of government investment, including scale-efficiency, structure efficiency capital using efficiency and output efficiency. In Part3, we analyze the actuality of the efficiency of government investment of China from macroscopic view and microcosmic view using some data, seeing about the macroscopic investment efficiency of China through some index such as ICOR, the efficiency of using energy sources. Then we analyze the structural contradiction of government investment and get the conclusion that the macroscopic efficiency of government investment is low-rise at large. In China, the loss of investment efficiency come from decision-making misplay mostly. At the end of this part, we discuss the loss of investment efficiency coming from decision-making misplay. In part4, we discuss the reason of loss of efficiency of government investment, including objection of finance system, the "under-reacting" and "over-reacting" of the government investment function and the objection of the administer mechanism of the government investment, and so on. At the end of this paper, we give some measure and advice to improve and advance government investment efficiency of China, including definitude the domain of government investment; change government investment into public domain; innovation of finance system; confirm government investment plan logical; amend administer mechanism of the government investment.
