Client Manager System (CMS) is a kind of new marketing system. The CMS in Rural Credit Cooperative is that Rural Credit Cooperatives train and employ professional marketing personnel of financial products, who roundly introduce all the financial products and services to clients and completely take charge of their clients' financial operation so as to form a bridge and a belt between Credit Cooperative and clients and to form a full, definite and steady service corresponding relationship with clients. To popularize CMS is a trend of market development, and it is also an innovation of management philosophy in China's Rural Credit Cooperative.With market environment change and business development, the CMS in Rural Credit Cooperative come into being. The implement of CMS is an important transformation, which makes the run tactics' center from product to customer. In recent years, the CMS has taken some effects in some place. But, there are still some elements to restrict the CMS's development in China's Rural Credit Cooperative. Basing on the summarization of the related papers and the fundamental theory, this paper explicates the connotation, theoretical elements, organization mode and organization frame of CMS and so on, the focal point is that a software system is designed here to assist CMS in Credit Cooperative, to the low level of electronization. By analyzing the current status of the CMS in China's Rural Credit Cooperative, it finds out the existing problems in the system, and at the same time it puts forwards some measures to improve and perfect the system.The perfection of the CMS in Rural Credit Cooperative not only needs the reform of departments, personnel, thinking, risk control, promoting system, information sharing and so on, but also needs to nail down the client managers' operation mode, tasks and organization frame, set up and perfect CMS to bring its most values into play. In addition, attention also should be paid to the innovation of operation system, financial tools, science and technology application, and management policy, among which the innovation of science and technology application is the most important because the competition of modern enterprises is mainly presented by the competition of knowledge and technology. The establishment of Client Manager Subsystem provides a flat roof for client managers' daily operation and helps them get rid of the trivial daily work so that the function of client manager can be better performed and the whole benefits of Credit Cooperative can be increased.With the intensification of financial competition, if Rural Credit Cooperatives, as the main force of rural finance, want to remain invincible in the fierce competition, they must improve themselves from every aspects, among which the improvement of CMS is absolutely necessary.
