Power Industry Regulatory Policy Performance Assessment

China has faced the power shortage for a long time since the reform and openness. There are also a lot of problems existed in the reality since the reformation in power industry of these years. So analyze the development and result of the regulatory policy, summarize its experience and lessons that is undoubtedly very essential.In this thesis, we would construct a appraisal index system theoretically and empirically to investigate the performance of the regulatory policy. This thesis is organized as follows:In Chapter 1 and 2, we discuss the importance and emergency to study the regulatory policy-system; the theory of natural monopoly, regulatory economics and regulatory reform in natural monopoly, also in electricity industry, and present a critical review of the existing policy of regulatory reform both in the world and China.In Chapter 3, theory and method about comprehensive evaluation are summarized.Chapter 4-5 are the body of the thesis. Firstly, the long-term relationship between current power price and demand is tested in chapter 4 and the market-oriented reform is believed to be one of the effective ways to solve the contradiction between coal and electricity and that between supply and demand.Secondly, we establish a quantitative evaluating model between performance index in electricity industry and regulatory policy-system of our country. Because china is just on the initial stage of establishing electricity regulatory policy-system, we choose four factors: law, independent institution, investment and industry-reform just study their relationship with policy performance. In the empirically study, we find, in Chinese electricity industry, the relation between the regulatory factor and performance are statistically significant. Thirdly, we analyses the whole-effectiveness of typical listed companies comparatively after the vertical industrial separation by Data Envelopment Analysis method. The whole-effectiveness of generating enterprises is thought to be promoted by reformation, but which is lower in transmission and distribution enterprises because of the significant lack of investment in Sustainable Growth Index.Lastly, this thesis probe the question of regulatory policy-performance appraisal, through the relevant research of the establishment, actualization, result post-evaluation of policy, index system is put forward tentatively about the regulatory policy, and the index formatting in the index system, relative weight choosing, and comprehensive appraisal method, bring forward one's own view. And it takes regulatory policy of electricity as an example, operated concretely and gave some relevant suggestions on the improvement of the industrial policy of electricity finally.In chapter 5, based on the arguments given in the above chapters, we put forward some Countermeasures to promote the development of regulatory policy-system in our electricity industry, including to adjust our law about electricity reform, to promote the independence of our regulators and performance of independent institution for electricity industry, to innovate our investment mechanism, to give more attention on network construction, pricing on economics in electricity industry, and to develop social regulatory institution.The innovation of this thesis is clicked and reflected mainly in several following respects:(1) There are already a lot of achievements both at home and abroad on the relevant research in policy of regulation, but the direct research that appraise against the regulatory policy performance of electricity by DEA ,Comprehensive Evaluation methods, still rank first at home.(2)Although many kinds of about comprehensive evaluation index systems existed, this research combined the reality that the regulatory policy of electricity is made and implemented, proposed creatively that the regulatory policy evaluation index system of electricity, is more pointed and useful.
