With the arrival of the information age, the society is influenced more and more by information. Therefore, the enterprises have recognized the important role of Completive Intelligence which cannot be ignored. The Completive Intelligence can provide magnificent help to enterprises, especially in strategy and tactical management. The Completive Intelligence should be dug, analyzed and processed effectively, meanwhile the output should be provided in an effective, quick way to meet the requirement, which has become the key factor to enterprises' success. With more attention paid to Completive Intelligence, many enterprises have started to build their own Completive Intelligence System to improve the level of informationization, and support the decision-making.Completive Intelligence System can not only reduce the uncertainty of enterprises in competition, but also improve the competitiveness. According to recent studies, which indicate that the construction of Completive Intelligence System should follow the method of system engineering, this paper employs the Control of Information and Related Technology to build the management model of Completive Intelligence System.Firstly, this paper probes into the Completive Intelligence System, identifies the task and work of the system planning, and employs Working Breakdown Structure to break down the task and work. Secondly, it compares the result of WBS with the process of the Control of Information and Related Technology to build the planning process of the Completive Intelligence System, establishes the targets of process control and the aims of process management, and summarizes the model of the system. Finally, it evaluates the existed Completive Intelligence System to discover the problems in system planning, based on the targets and the aims which have been built.
