With the gradual deepening of the reform of China's state-owned enterprises, State-controlled company as new from of the state-owned assets management which promoting the "separation of government and enterprises" is gradual deepening of the national economy in all fields. But along with the separation of corporate ownership and the right to operate, the owners of State-controlled company haven't in the right place exactly, as well as the information between owners and operators is asymmetric, the operators have the right to do something that contrary to the interests of the owners. At the same time, after China's accession to the WTO, State-controlled company as pillars of the national economy, is going to face the challenge of life and death. Well, now how to guide operators to pursued maximize the value of enterprise, how to make the interests of the operators and the shareholders with a combination, under the premise of guarantee preserving and increasing the value of state-owned assets, strengthening core competitiveness, and achieve sustainable development, become the problem which should be solved immediately. Therefore, the comprehensive, reasonable and correct performance evaluation of the operators, is the base of solve the above problems. In such a big background to explore how to establish China's State-controlled company Comprehensive Evaluation Index System of operators with a strong practical significance.Beginning with the summarization of the performance evaluation of the operators, the thesis introduces two important modern performance evaluation theory that the Balanced Scorecard (BSC) and the Economy Added Value (EVA). After a brief statement, we conclude the focus of this thesis by studying and analysis the scholars of China about the evaluation of operators.We must have an in-depth comprehension of the State-controlled company, before establishment of a comprehensive, scientific and rational evaluation index system of operators. Therefore, in this chapter describes the unique characteristics of the state-controlled companies under the reform of state-owned enterprises. And on that basis, thesis analysis the model of evaluation of the operator in the course of the various stages of the restructuring of state-owned enterprises. Through in-depth analysis, point out the problems and shortcomings of the running evaluation index system of operators in State-controlled company, which from three aspects: the connotation of the evaluation index system, evaluation index and the data sources of the evaluation index system.In order to overcome the above-mentioned problems and shortcomings of the evaluation index system, the thesis introduce the Balanced Scorecard (BSC) and Economic Value Added (EVA) theory, and establish the Performance Evaluation Index System of operators. Balanced Scorecard (BSC) as a main line runs through the Performance Evaluation, and from six aspects evaluate the performance, which including finance, customer, internal operations, learning and growth, social responsibility and the building of spiritual civilization. Financial indicators as the focus of the Enterprise Performance Evaluation introduced the Economic Value Added (EVA) theory, and do localization adjustments for in conjunction with our existing internal and external environment.In the end of the thesis, forecasting the EVA and BSC-oriented Performance Evaluation Index System may be encountered obstacles when implemented. Responding to the problems, the thesis offers several specific proposals and countermeasures, which from three aspects, including the enterprise internal environment, the external environment and the index system.
