The contemporary iron industry has attached increasing importance on logistics cost reduction due to its own feature. To become competent in the market, companies begin to outsource its non-competitive part and just keep its core section. Logistics is among the non-competitive groups, which has been gradually relegated to a third party.To select an ideal logistics partner is a complicated progress, involving outsourcing mode selection, 3PL bid filtration and the detailed cooperate system design on both managerial and operational level.Rimming at the critical demands and initial practice of the 3PL enterprises engaged in iron Distribution, this paper proposes system designs on the points of the mode selection /operation system and the design of vehicle scheduling. This system integrates the system engineering theory and Holonic mode, implementing the process system from 3PL selection to vehicle scheduling with abundant distribution customers. This system will be applied to increase the distribution efficiency in Laisteel 3PL, Shangdong.The main topics of this paper are as follows:Having researched the actuality of iron industry and the 3PL demand for this particular industry and summarized the key risk indices for outsourcing mode selection, this paper designed an outsourcing mode selection system for Laisteel 3PLAlso on the bases of actuality research of Laisteel 3PL, this paper designed a SOP to standardize the interface operation tailored to Laisteel.This paper introduces the state on vehicle scheduling problem study and proposes using Simulated Annealing-Genetic Algorithm to solve the vehicle routing problem. Taking into account the time demand and costs and wastes, this paper proposes a method for designing optimized vehicle schedule and route. This paper aims at the characters of practical problem: Each customer's distribution can be divided into several batches and delivered by more than one vehicle.Finally, on the basis of summarization of the research results about vehicle scheduling management system, the farther developments about this system is discussed.
