It is essential to establish and improve the credit assessment and monitoring system, which ensures the healthy development of various credit relationship and normal operation of the entire market economy system.At present, there are seriously lack of credibility in our economics market. Shipping industry is not only the foundation of national economy but also indispensable to the normal operation of social production system. However, it is now facing with a very serious problem of credit. Because of the long transporting cycle,high costs and more uncertain factors, the shipping enterprises has high rate of fixed assets,small ability of risk aversion,few financing channels. Therefore, they are facing huge credit risks and those risks are mainly from their customers. Many overdue accounts receivable in shipping companies have become bad debts and caused a great loss to them.Firstly, the paper gave an analysis of the specificity of its customers: Most customers of shipping corporations are trading company. They are influenced greatly by state's macroeconomic policies, international trade policies and exchange rate. Those companies are involved in various industries and in different sizes. Secondly against shipping enterprises' operating characteristics, customer characteristics and shipping enterprises' evaluation status, the paper studied the particularity of customer evaluation. Thirdly this paper established index system and evaluation model based on Neural Network for shipping enterprises. Then this paper used adaptive learning step and increased momentum to overcome the shortcomings such as local convergence and slow pace of training of Neural Networks.Secondly, the paper studied the customer early-warning model for shipping enterprises, which based on the early-warning index system that consists of sensitivity indicators, cash flow ratio and behavioral score. The output of model is early-warning index which represents the deviation degree from the industry average level of customer. Finally, the paper designed a customer evaluation and early-warning system for shipping enterprises so that the credit management process will be easy to operate, flexible, simple and speedy. The credit system realized such functions as customer's credit records storage and management, customer credit ratings, customer credit warning, customer credit analysis based on the credit database.The paper studied the theory of customer credit evaluation and early-warning for shipping enterprises, which provides a method for them to scientifically assess their customers' credit and take corresponding measures.
