Gender differences exist in human capital investment. Statistical data and researches demonstrate the human capital which carries on in view of the female invests is inferior to the male far, not only this displays in the differences of education invested by families and the society, also displays in feminine occupation training, health care investment, migration investment and even the entire employment environment. Compares with male, there are still problems on women's low cultural level, low professional level, few healthy storage and insufficient migration length and scale. The phenomenon existence and the influence have already produced huge negative effects to the development of female and the entire society. However, it is a difficult subject, and the research being similar to the subject is not sufficient. So in this paper, the exploration and the thinking in this field have important practical significance.In former literatures on this subject, there is a considerable controversy in the study of human capital that the gender value of the investment in human capital, that is, male and female human capital investment which has greater value. This article analyses the costs and the returns of the gender-difference capital investment, using basic principles of economics and the human capital theory, and enabled the rationality of economics be the foundation and the basis of investment decision-making. The paper divides into four parts. The first part, it mainly makes introduction about the research background, research technique, innovation and weakness. The second part, it mainly demonstrates the gender differences exist in human capital investment. The third part studies on the returns and the costs of gender-difference investment. The last part, it is the conclusions and Countermeasures.The analysis indicates that the returns of gender-difference investment embodied in two aspects: the investors will have more anticipated monetary payoff, as well as reducing enterprises' investment risk to some extent. The final conclusion the paper obtains is: the costs mainly embodies in the adverse effects to the labor market operation, as well as the education investment, the health investment masculine tendency can cause the entire social welfare to have heavy loss, and pays huge price for this . The costs and the returns comparative analysis has promulgated regardless of what kind of human capital investment form, carrying on the gender-difference investment to male and female , the costs is much bigger than the returns, the market efficiency is not high, and the welfare also suffer injury. The paper obtains the final conclusion that the human capital investment gender tendency has walked into the erroneous zone, and the economic analysis should cause its return in rationality. Investment to the female possibly can bring greater returns than male, which is not manifested in the positive influence to female, children and families, also to the entire social enormously. Therefore measures should be carried on to reduce or manage the low efficiency behavior, and strengthen the consciousness of the importance to feminine human capital investment. Integrates the exploitation and usage of feminine manpower resources into the development of the entire national economics, and superiorly disposes or displays the best use of the men and women human capital. It needs various joint efforts. For the families, they should transform the traditional ideas which regard woman as the housewife and create conditions to changes the status of women in families .For the females own, they must raise the self-awareness. For the enterprises, they should supply equal opportunity to women staffs and the men staffs on training and promotion. For the government and the society, it should eliminate sex discrimination which creates human capital investment different from this the social environment.
