Fiscal decentralization is the main trend of the reforms which have happened in many major countries since the 20th century. About 84% of 75 transiting and developing countries, of course, including China whose population exceed 5,000,000 have entitled the local governments more rights. But China is a large developing country, institutional evolvements may be more influential to the economic development. As an important aspect of the reform , fiscal decentralization has deeply impact on many issues such as economic growth, regional coordination, etc. It is very significant to analyze these effects for evaluating the previous reforms objectively. Moreover, it also beneficial to making some policy suggestions for the future reforms. This thesis has four sections except introduction:Introduction: This part introduces content following: the motivation and meaningfulness of the thesis; reviewing the relevant literature; summarizing the roadmap, methods, innovation and weakness of the thesis.Part One: Theoretical analysis for the growth effects of fiscal decentralization. After briefly summarization of the relevant theory, we obtain the path from which fiscal decentralization affects economic growth directly and indirectly.Part Two: The history of the fiscal decentralization reform in China. According to the reform practices, the thesis divides the reform into three stages and summarizes the characteristics of each stage. This is the foundations of empirical analysis later in the thesis.Part Three: The empirical analysis of the growth effects of the fiscal decentralization in China. Firstly, we build a theoretical model for the empirical analysis; Secondly, we analyze the degree of fiscal decentralization in China from some dimensions; Finally, we do the empirical analysis vertically and horizontally. In this section, our distinct characteristics in analysis is "different periods, different institution(fen shiqi, fen tizhi)".Part Four: According to the results of Part Three, the thesis obtains six conclusions, and make five suggestions correspondingly.
