As the fast development of the overall world economy integration, the human being is exposed to the most serious danger of both energy crisis and environment deterioration. In order to keep their monopoly status of the world's power and market, the trade protectionism begins rising up in the western developed countries. They are starting building up kinds of trade barriers one after another. If the modern enterprises want to get competitive advantage on the market and break the green trade barrier, they must implement the environment cost management. As a result, a kind and matured environment cost management theory will be an important basis. The traditional method to evaluate enterprise performance is isolated with environment management. On the other hand, the theory of performance evaluation is not involved in environment cost management. So the thesis combines these two theory to establishes a model to evaluate environment cost management performance of enterprises based on product life cycle.With the point of enterprise cost management, this article makes the first step research on the environment cost settlement. And then it establishes a model to evaluate environment cost management performance of enterprises based on product life cycle. In this model, environment cost management performance of enterprises can be evaluated through six indexes, that is, operation performance, resource and energy sources consuming, producing performance, marketing and consuming index, environment performance and potential ability. It investigates more than 100 electronic and communication enterprises to gather real data. Through factor analysis with this data, the model was proved to be scientific. Also it evaluate a special enterprise's environment cost management performance through AHP based on the model.
