Private Technology Enterprises In Financial Support System Research

Privately-run Scientific and Technological Enterprises (PSTEs) have the strong innovation ability, which is organic synthesis of the advanced productive forces and the most active management mechanism. PSTEs obtained the rapid development in Guangzhou. They have made a tremendous contribution to the economy sustainable development, the industrial structure promotion as well as the enhancement of independent innovation ability in Guangzhou. But at the same time, unique technology-economy characteristic and the special property right characteristic make the PSTEs have different financing demand with the traditional enterprise and the existing financial system is difficult to providing the sufficient financial resources for them. This contradiction makes us have to establish the PSTEs' financial support system so that we can alleviate PSTEs' financing restraint and eliminates the financial bottleneck affecting PSTEs' developing.This paper adopt such research approaches that combing the norm analysis with demonstration analysis, qualitative analysis with quantitative analysis, theory with practice and compare with induction etc. Fully base on the SMEs' financial restrain theory, we found the common cause and special cause causing the PSTEs' financing predicament by investigating and analyzing about the PSTEs' financing situation in Guangzhou and Consult relevant date. On this basis, we expatiate on the current situation and problems of PSTEs' financial support system in Guangzhou from policy-related financing supports system, credit financing supports system and direct financing supports system according to the difference of mechanism of functioning and put forward countermeasure and suggestion having the pertinency and operatability at the same time.There are few scholars investigate the financial environment and financing situation of PSTEs in Guangzhou on the spot if we run back over from the angle of research approach. It's a breakthrough for the preterit research in this field on the aspect of fundamental frame that we analyze PSTEs' financial support system according to the difference of Mechanism of functioning. Inducing the general principles and fundamental flame of constructing and perfecting the PSTEs' financial support system also is a innovation for this paper.Constructing and perfecting PSTEs' financial support system is not only a systemic and enormous project but also a continuous process. Through the analyzing of this paper, we draw a conclusion that if we want to construct and perfect the PSTEs' financial support system, we must insist on the principle that combing governmental power with market mechanism, long-term goal with realistic target, general plane with regional characteristic and integrative support with emphases construction and launch on from expanding PSTEs' financial channel, perfect financial market system and structure, enhance the strength of financial innovation and perfect PSTEs' financial assistant system so that we can construct and perfect the PSTEs' financial support system follow the prescribed order.
