Town Municipal Facilities Impact Of Investment Projects And Evaluation Studies

Impact post-assessment of town's municipal establishment investing projects, as the important basis to raise the decision-making level of town's municipal establishment investing projects, is of vital practical significance to realize harmonious and continuable development of town's municipal establishment construction, town's environment and society.The paper took the actual impact produced by the town's municipal establishment investing projects as the object of research, wielded GIS and some methods of system engineering comprehensively, carried on systemic research on the impact's contents, assessment index system and assessment methods.Firstly, the paper crystallized the concept of impact post-assessment of town's municipal establishment investing projects, defined its contents based on massive literature investigation and research, and analyzed the connection and difference between the environmental impact post-assessment and the social impact post-assessment.Secondly, the paper adopt scientific methods to draw up and filter the indexes, constructed the index system of impact-post-assessment of town's municipal establishment investing projects systemicly, studied the measurement methods of each index in the index system to strengthen the scientificalness of indexes' measurement and the maneuverability of index system.Thirdly, the paper carried on research of the methods suitable for impact post-assessment of town's municipal establishment investing projects. For the environmental impact post-assessment, the paper selected graphic overlay method based on GIS (geographic information system) as its fundamental method, carried on comprehensive assessment from seven aspects, including atmospheric environmental impact, acoustic environmental impact, water environmental impact, and so on, and developed a weight-computing software and a "environmental impact post-assessment system of town's municipal establishment investing projects" to realize the automatization of work process of environmental impact post-assessment and the visualization of assessment process and information. For the social impact post-assessment, the paper adopt interlink ratio method to compute the indexes' weights, introduced a kind of new scale—exponent scale, and selected the fuzzy comprehensive assessment method as its fundamental method to avoid the problems brought by the faultiness of information system of social impact to enhance the reliability of assessment work.Finally, the paper utilized the index system of impact post-assessment constructed and assessment methods selected to carry on the impact post-assessment for HB ROAD project, obtained better application effect, and put forward corresponding countermeasure and suggestion.
