The quick development of electronic commerce is made by the rapid progress of information technology and Internet. It also brings huge influence to social economic formation. However, it needs the support of highly-advanced logistics system. Particularly the logistics distribution is the most important to its development. The distribution goes together with prominent randomicity and dispersibility under the electronic commerce mode. It faces new opportunities and challenges. Under the E-commerce transaction platform, the distribution becomes more complicated. It requests fast response, and the vehicle routing problem is prominent.Logistics embodies the displacement of the material entity which takes place on time and the space. And it has the property of space dimensions and space characteristic. Almost 80% of the logistics information relates to the space position. Therefore, collection and processing of spatial information for distribution play important roles to optimization of distribution. As the space information is so vast, and the road network is so complexity, it needs to describe the network properly, adopt appropriate database structure, and design right shortest path algorithm. This is also the key problem to apply solution algorithms of vehicle routing problem to the actual distribution activity.To meet with these requirements, in this paper the research and system realization takes the geography information system as the platform, which has powerful space data processing ability to handle spatial data, good spatial query and the space analysis etc. Based on the analysis of the key technique problems, such as the electronics map design, the geography data preparing and handling, and the customer position processing etc, we use the Delphi and takes MapX as the component to construct a GIS system, which can collect and process space information on distribution. It can collect space and property information of dynamic customers' demand under electronic commerce environment, generate the shortest path weight matrix data document, and provide data foundation for the optimization algorithm of distribution. It establishes the basis for the development of a vehicle scheduling system.
