Supply Of Public Goods In Rural Multi-center System Is Discussed

China is a big agricultural country, "Agricultural,Rural,Farmers" has closerelation to Chinese fate,the effective solution of "Agricultural,Rural,Farmers"isconnected with the smooth realization of the grand target of constructingwell-off society. Effective supplying of rural public products is the foundation ofcountryside sustainable development, is the effective solution to"Agricultural,Rural,Farmers", close to construction of new countryside underthe socialism. At present, the supplying system of rural public products hasserious defect, the total amount isn't enough, the structure is out of balance,and the efficiency is lowly, and the present supplying system has become thebottleneck of rural areas' development. This thesis analyzed the historicalprogress and existing disadvantages in the supplying system of rural publicproducts. The reason for the disadvantages is single—centered system, thatis the single supplying subject, the single money raising method, the singlemaking policy mechanism. Then, using related theories in multi—centeredgovernance and public goods, the author try to establish multi—centeredsystem to solve the problems, that is the diverse supplying subject, the diversemoney raising method, the diverse making policy mechanism. This is theinnovation of the thesis. Establishing the multi—centered system of rural publicproducts is a complicated system engineering, involving everyone's benefits, inaddition to transfer activity which participate, the government must perfectcorresponding integration.
