In the last ten years of 20th century, most of the developed countries give uprestriction on the separate operation of financial services and lead to the waveconvergence of financial services industry. While the trend of convergence infinancial business in the world is becoming obvious, the separate regulation mode incurrent China is now losing its basis for further development. In respect of preventionof financial risks as well as keeping an orderly financial market, the regulatoryfunction of separate mode is becoming weak. Therefore it is necessary for China toselect a proper regulatory mode in order to take a more efficient regulation on thefinancial market.This paper is based on the Convergence of Financial Services industry. In it wecontrast the three regulatory mode including unified regulation,mixed regulation andseparate regulation. At the same time the article use the cost-efficiency method basedon the condition of America to illustrate which regulatory mode we should take in thefuture. Moreover it gives some advices to improve the efficiency of our financialregulatory.This article includes five parts. The first part employs the theory of financialregulation. The second part analyzes the characteristics of main types of regulatorysystem. The third part introduce the method to evaluate financial regulatoryefficiency .The forth part analyze the transformation of America financial regulationmode reform around 1999. And in this part we draw the conclusion that mixedregulation is more efficient than separate regulation. In the last part, we give someadvices to improve the efficiency of our financial regulation.
