Study Of The County Anti-poverty Issues

The problem of poverty always puzzles the humanity and it is always the hot topic which the academic circles pay more attention to. Firstly, on the basis of the commentary about domestic and foreign literature of antipoverty, most of the current researches on antipoverty have studied from poverty assistance angle, neglecting the research about poverty assistance carrier, and not connecting with the local reality to make the poverty carrier to be perspicuous and systematic. Secondly, this thesis builds up an integrative theoretical framework of antipoverty carrier construction, defines the conceptions of poverty, antipoverty and antipoverty carrier, then summarizes the function and functionary mechanism of antipoverty. Thirdly, takes Wu Qi as the example by using the factor analytic method, validates the supposition of antipoverty carrier against poverty in theory and practice. Fourthly, it proposes the countermeasures on county antipoverty construction, identifies the evidences of the choice of county antipoverty carrier, induces the different types of the county poverty assistance carrier construction, and creates its mechanism . In the end, it points out that all levels of governments should focus on the antipoverty carrier construction, frames a four-in-one layout from the" industrial layout - urban layout - educational layout -infrastructure layout", and pay attention to the transformation of rural life style and the development of the spiritual civilization.
