Since our country carries out the army-civilian policy, the defence-related science and technology industry has primarily achieved from single materiel model to army-civilian model. But from a total view, the civil products'management in war industry enterprise still exists a considerable shortage. It represents mostly three parts, unreasonable of industrial structure, the depression of leading civil products'production and marketing, short scale of economics to a mass of civil products . As a large scale defense industry enterprise, CF has passed through civil products'development for over 20 years and formed a definite civil products'development scale and base. But in the developing process if also exists similar representation above, it is worth to be analyzed the working item in its developing process, in order to establish a clearer development stratagem and provide some suggestion in CF enterprise's sustainable development.Through discussing the development patterns of the army-civilian integration in USA, separation of army and civilian in USSR and Russia, national defence first in India, covering army with civilian in Japan and leading civilian with army in Israel etc, thereby analyzing the reason of civil products'development abroad, it can be found that developing civil products to war industry enterprise in international environment is necessary. Our domestic war industry has passed through the development for over 20 years, which will gradually walk out the situation of separation of army and civilian, comparative independence and self-close, and establish the army in civilian system in deed. Under the international and domestic environment, CF enterprise must adapt marketable directivity. At the same time, it is also necessary selection of implementing self-development aim. This article analyzes the inevitability of CF enterprise's development of civil products from three aspects : international, domestic and self.On the premise of developing civil products necessarily, it is clear of making the CF enterprise's development of civil products'inner advantages(favorable relationship between CF and client, upper level of management, stronger ability of product's research and development, abundant experience of aircraft's manufacturing) and disadvantages(staff lack in market consciousness and competition conception, complicated relationship between staff, serious descend in the power of army products'research and development, shortage of company's free cash flow)and exterior opportunities (increase introjections in national defence, shift of manufactural centre to developing country, preferential policy in primary and secondary separation of state and enterprise, more development opportunities brought by Development of the West Regions, market integration incompleteness in army products'scheming system, export of army machine which fit for the demand of roily area.) and threaten (indeterminacy of army products'income, more impetuosity in external market's competition, order form of army machine gradually became the way of producing small batch and more variety. the loss of person with ability, gradual appearance of competition in army products'market) by using SWOT analytical method. At the same time, it is necessary to summarize the gain and loss of CF enterprise's development of civil products in the past 20 years, based on the select principle of stratagem of civil products industry(basic competitive stratagem of finite resource concentration, single unit organizational stratagem in management of army products, technology innovation stratagem with leading research and development oriented, industry development stratagem of establishment of tactic union, pluralism in management stratagem.) and make new development stratagem of civil products: aviation product's integration production and research such as aircraft item, related pluralism civilian use aviation product such as Boeing item's subcontract and production etc and high technology, large introjections civil products such as the item of magnetic suspension train and kerosene etc.Once carrying out a stratagem, it must have a concrete safeguard clause. The culture of CF enterprise affected by the history of development itself, characteristic of war industry enterprise in its place, clime culture and tradition culture etc, which lacks for innovation sprit seriously. Using the way of adjusting enterprise's culture to advocate innovation sprit. separating social function and the third industry, disjoining the management of head office of aviation products and non-aviation products, changing organization structure, developing civil products energetically, establishing a series of mechanism of employing persons talent showing itself, leaving hardworking persons, training adapt to the demand of market, effective prompting, introduction fit for CF enterprise's characteristic, controllable flow to pay attention to the exploitation of person with ability and keep sustainable development.
