China is experiencing the critical period of economic reforming which involves economic mechanism transformation and restructuring. As the country's major economic body, the Chinese state-owned enterprise (SOE) has made enormous achievements over the past 20 years. However, the reforming of SOE is still facing unprecedented challenges.This article is a restructuring plan for a hypothetical SOE - QQ Hydraulic Cylinder Factory (thereinafter referred to as QQ Factory). Recently, the QQ Factory is facing some tough choices. First it has to complete its restructuring by the year end as required by related state policy and overall arrangement of local government. It is also in a desperate situation to shake off its historical burden and move on with an agile organization to pursue its further development. But it is also very challenging with its current poor financial situation and over-staffing position. So its restructuring work is undertaking huge pressure to potentially bring negative impact on the stability to the organization as well as employee's personal life. So, it is absolutely critical to complete the restructuring in the right way.This article recommends this factory to adopt"Financial Leasing"as its restructuring strategy through articulating theoretical principle of business enterprise reforming, reviewing the policy background and the enterprise's specific situation, using models like SWOT and other in-depth tendency analysis.This is a progressive property right transferring plan, inspired by the commonly used financial leasing for equipment acquisition or technology upgrade in business operation. This plan is implemented through the following four steps: mechanism reforming– staff placement– property right transfer– reorganization. Through this process, the original insolvent SOE can be successfully transformed into a new entity with reviving energy for constant development.This article also gives special analysis for the challenges and its resolutions during the implementation. Creative ideas and methods are applied for problem-solving, especially for staff placement and debt solvency.
