With the improving of the urbanization level in China, the city economic circles, which play an influential role and accelerate rural economic development, are established with the dominant towns. They have become the most efficient and effective coordinated development of regional economy, the most practical approach in China. It is of great significance to improve the economic circle logistics network, to create a regional network of logistics services pattern, to reduce regional economic factors and regional internal costs and to speed up economic growth in the region. As an advanced organization method and management techniques, modern logistics is widely considered as the source of profits to reduce the material consumption and raise labor productivity. And it plays an important role in national economic and social development.Modern logistics is accompanied by social reproduction of a circular system. The logistics system is a large-scale, complex structured system with many goals. It is a subsystem in the economic and social environment.Under the economic integration trend of urban economy circle, regional economic cooperation has become a common economic phenomenon. With the constantly emergence of the regional logistics, business flow, information flow, and capital flow, logistics activities have become more and more frequently.How to reduce the logistics distance, time and costs has become the urgent problem to be solved. Under this background, Regional Logistics has become an important field of modern logistics development, and the world wide attention has been paid on it. Regional countries have attached great importance to the study of logistics.In this paper, based on existing research, using the theory of the regional economy and regional logistics, the framework of the economic sphere logistics network is discussed. TPL Enterprises is a major provider of logistics services. The main characteristic of its operation mode is that it is not engaged in social organization of specific product, but to collect all kinds of commodities resources from the hands of producers and classify and distribute again, in order to achieve economies of scale, to reduce the logistics costs of the entire community.The third party logistics business will be the leading force in economic circles. In this paper, on the framework basis of logistics network of the economic circle and from the perspective of a third party logistics enterprises, the existing best logistics nodes are chosen, the nodes are given a mathematical model for reasonable choices of network nodes are provided, a solving process using the genetic algorithm is offered.Genetic algorithm is an effective way to solve optimization problems. It simulates the evolution model of Darwinian genetic selection and the process of natural selection. Its thinking stems from biological genetics and the nature rule of survival of the fittest. And it is an iterative process of the search algorithm. The character of Genetic Algorithm determines its potential to solve nonlinear problems.It can be used as a useful reference for the selection of Logistics node site for logistics enterprises.The classic Genetic Algorithm is not a complete traversal of the computational process with the defects of slow convergence and premature convergence. Diversity and Selective Pressure are the most important factors of Genetic Algorithm, and Selective Pressure is a major cause leading to premature convergence.The law of Bayesian probability is a standard method amending subjective judgment (that is, a priori probability) on the probability distribution by the phenomenon observed. In order to find a better balance between the two aspects of Diversity and Selective Pressure, the new ideal of using Bayesian probability to improve the renewable probability is present.
