Guizhou is a big province with rich resources, but its economy develops slowly correspondingly. In recent years, depending on national "Western Exploitation" trend, Guizhou provincial community and government have carried out " improving people's living standard and developing Guizhou province" policy, which has made Guizhou's social economy a long-term progress. During the time of knowledge economy, the western enterprises in China have to experience the eastern developed zones or even the global strong enterprises' impact. The competition between the enterprises, the key factor is talents competition, especially for the innovative talents. We should insist on the principle that "innovating by ourselves and depending on talents" . Development brings up talents, on the contrary, talents facilitates development. Generally speaking, the innovative talent is our provincial strategic resource which puts our economy and society forward. Only making good use of resources advantage, bringing the innovative talents into play, can the Western enterprises take up a position in the competition with the strong enterprises. In the aspect of cultivation of innovative talents, besides the school education, the enterprises themselves are a main field. However, what achievement the enterprises get in the aspect of cultivating innovative talents is a crucial problem to solve. Only making clear of the achievement, can the enterprise analyze their employed status for the innovative talents, the existing problem, the training model and evaluating systems. Finally the enterprises can build up a set of evaluating system which is good to innovate and utilize the talents. The thesis aims to establish a set of cultivation and evaluating system about the enterprises' innovative talents and help the enterprises explore their potentials. The final purpose is to employ the talents rationally and effectively and advance the enterprises' competition competence.
