| The modern risk management has already applied to the every aspect of the social activities, including fire prevention at home, guard against theft, the establishment of the national economic and energy policy. These aspects reflect the most simple understanding to the risk, and the understanding contains the basic element of the risk management. The commercial bank is the business enterprise that obtains income through managing risk. And the risk management covered almost all business and management realm. There is a catchword about the bank management in International business: managing bank is managing risk. If the water amount of a wooden pail is decided by the length of the wooden board, the ability of risk management decides the strength of a bank's core competency.According to the Instruction of Implementing The New Capital Accord In Chinese Banking promulgated by China Banking Regulatory Commission in March in 2007, the New Basel Capital Accord will be carried out in China Construction Bank in 2010.In the following passage, the New Basel Capital Accord will be called the New Accord. The bank implementing the New Accord is requested to practice overall risk management in the bank. We can see that practicing overall risk management is not only for regulation from outside, but also for its own need of strengthening core competency.The purpose of this paper is to put forward a conceive of overall risk management system in China Construction Bank with the experience of China Construction Bank and the reference of overall risk management in international first class commercial banks. The conceive includes the general frame design of overall risk management,the organization frame of risk management,process reengineering of risk management,the information system construction and the technology for risk management. And with the case analysis, the paper brings forward the propose and consideration of constructing overall risk management system for China Construction Bank. |
