Crawford & Company, the largest insurance adjusting group in the world, formally stepped into China market in 2006. The author has worked for the Chinese branches of two distinguished international insurance adjusting corporations. With regard to the current situations and the progresses of these two multi-continental companies, there is a sharp contrast while certain mutuality also exists. As the departmental manager of the Crawford-Tino joint venture project in China, based on the knowledge and theory learned from the MBA courses, the author has conducted a deep research and identified the current flaws of Crawford-Tino. This paper is written based on the principle of "theory first, practice followed", to provide a guideline for the company practice and to overcome the three challenges of the company which are: to coordinate the interests of the Chinese and foreign parties, to establish a profession team, and to further develop the China market.The key factors for Crawford-Tino to develop the China market are: firstly, to coordinate the partnerships between the Chinese and foreign parties and to establish the strategic procedures and plans; secondly, to make an explicit business strategy and to occupy the top class market; thirdly, to establish a well-designed employee training and appraisal program and to establish a strong professional basis for technology; fourthly, to establish a long term strategy and sense of brand by not pursuing the short term interests. This paper analyzes the factors mentioned above accordingly and provides the personal opinions and settlements proposed by the author. The author also emphasizes the grouping of technical resources and performance appraisal, which are innovated by the author, to provide a guideline for the practical work. Focusing on the strategic plan of the company, the author also discusses how to enforce and realize the strategic purpose of the company by the market positioning, business strategy, human resources development and institution expansion.On November 2005, according to its WTO promises, China formally opens its domestic insurance market. Under this background, the joint venture project of Crawford-Tino is a good example illustrating the competition and cooperation relationship between the Chinese insurance industry in growth and the powerful international insurance companies. The author considers that, after the development of 6 years after China's entry into WTO, the domestic markets and enterprises have collected abundant experiences of success and failure. The old mode of "exchange markets for technologies and employments" is already out of date, which should be replaced by HR developing strategy, to protect the domestic market. The financial and insurance industry of China, as the last area opened, on the basis of summarizing the learning from the experiences of the other industries, should increase its own industrial abilities, establish some national brands, and contribute to the national wealth and development by the open policy and WTO entry.
