The tourist development strategy refers to the plan and strategy of overall and directive tourist development, involving the basic problems in the overall tourist situation and long-term development. Having the scientist strategy of development and knowing the development direction, we have grasped the initiative and a series of policies and work plan can be worked out so as to make the tourism fast, continually, healthily develop. In introduction, it introduces the topic background and the significance, the research localization and the research technique, the innovation, the present situation of the present urban tourist development strategy and so on.The second chapter discusses the necessity of Jinan tourist development strategy. It analyses "The Development Plan of Urban Tourism and 'Ultra Tourism' in Jinan". We think that the major problems in this "Plan" are: 1) it is not accurate for the strategic ideas of Jinan tourist industry development strategy; 2) it is not concise, accurate, clear for tourist industry development strategy; 3) the related policy, law and regulation are already revised so that it is not clear about the situation in Jinan and many data have already fell behind. Therefore, "The Development Plan of Urban Tourism and 'Ultra Tourism' in Jinan" must be reformulated. Moreover, looking at the present development situation of Jinan tourism, it is somewhat low in the national tourism's sequence order. Compared with the similar provincial capital cities such as Guangzhou, Chengdu, Hangzhou, Nanjing and so on, Jinan is located at the bottom in the domestic tourism, not according with its status, so that its tourist development strategy is of the necessity to be formulated in order to make it quickly develop.The paper next chapter discusses that the characteristic is the best choice for Jinan tourist development strategy. By comparing and analyzing the situation in Jinan, Nanjing, Hangzhou, Guangzhou, Chengdu, Xi'an and so on, we think that the characteristic is universal choice for the tourist development strategy. Except the special key cities such as Beijing, Shanghai, Guangzhou and so on (Depending upon their special status, they attract enough tourists and have the tourism developed), the other majority of successful tourist cities all choose the characteristic as their tourist development strategy. For example, Sanya, Harbin, Qingdao, Dalian, Xi'an, Chengdu and so on all do so. Therefore, not having the attraction of the special key cities as Beijing, Shanghai, and Guangzhou, the development for tourism can only walk the characteristic path, no other roads.
