With China's rapid economy development, the national demand for the crude oil is also increasing dramatically, and demand for the crude oil is highly beyond the national self-supply. So, under this situation, it is very important to carry out a "step out" strategy, to exploit the new resources, to meet the national demand for the crude oil.Since China oil companies have limited experience on transnational operating, and moreover the crude oil has the characters of irreplaceable, nonrenewable, "highly-supervised" and "highly-sensitive", it is rather necessary to study the present situation, and draw out the proper strategies for China oil companies to exploit the world oil market.The author first studies the necessity for china oil companies to transnational operate, and then the author analyzes the present situation of china oil companies' transnational operations. The author also points out the advantage and disadvantage conditions of china oil companies in the transnational operations, the author believes that China oil companies should not only focus on "how to obtain a larger share of the world oil resource", but also make some efforts on how to lower the operating cost, enjoy a long term, sustainable development.In the study process of strategy drawing, the paper follows the studying sequence of "targeting the market-entering the market-operating the market", the paper draws out the strategy systematically for China oil companies to operate in the international oil market.The paper shows that: With the leading target of mutual benefit, China oil companies should adopt the strategy of a multi-outlet market, and penetrate the different markets steadily; by exercising the integration processing strategy and the low-cost strategy, the China oil companies should enhance their attractiveness and competitive ability; carry on the localizing and brand operating strategy, involve in international oil finance and property right markets. China oil companies should implement the human resource & technology strategies ,and make the reliable assessments on the coming transnational operating projects;5.set up a complex international information network, and promote the cooperation between the China oil companies and the international oil organizations.The paper believes that with the policies support from the government, China oil companies can obtain the right niche in the international oil market.
