Owing to the dramatic developing of the culture industry, economists attach more and more attention to the issue "Culture Industry's Innovation". For Chinese government, who extremely hope to play well its role in employing fiscal policies to support the Chinese culture industry, it is of great importance to determine the innovation system of Chinese culture industry. In order to obtain a conclusion to this issue and bring forward some practical advices to Chinese government with the fiscal policy's applying, this thesis analyzes in detail how the government employs the fiscal tools to support the institutional innovation, promote the technological innovation and develop the diversity of enterprises in the culture industry, grounding on the definition and implication of "the Innovation of Culture Industry", the functions of public finance and the relationship between the two.The chapter one first discusses on the definition of "Culture Industry's Innovation", then by analyzing the different characteristics and the relationship of the culture industry and the culture public utilities, it infers that the government 's practice on promoting of the institutional innovation and technological innovation have to base on the qualities and the inconnection of the culture industry and the culture public utilities. Then, by reviewing the development history of Chinese culture industry and contrasting the development actualities of China and some developed countries, it reasons that Chinese culture industry is still in its primary stage, Due to which China has a necessity to promote the innovation of culture industry.The chapter two determines mainly on the fiscal policies 's support of the culture industry, by illustrating it both with the theory and the practices of other countries. The theoretic analysis reasons that the culture industry's unique characteristic and the innovation's externaties lead inevitably to the market failure, which right demonstrates the necessity of employing the fiscal tools in the fields of culture industry's innovation.
