Event and event tourism has already become one of the focuses of tourism research in the west. According to the existing documents overseas, the main content of event and event tourism research concentrate on three respects, including the research of event management, the research of event supply-demand relationship and the research of event impacts. Among them, the research of event management takes the research of event supply-demand relationship as the background, and the research of event supply-demand relationship takes the research of event impacts as it. It is obvious that the research of event impacts is the foundation of event and event tourism researching to profound level.At home, the events such as conference, exhibition, festival and sports etc. are numerous and growing vigorously day by day, while our country seems very weak to the research of event and event tourism, and it is still in the primary stage. It contribute to accelerating the theoretical system construction of event and event tourism and promote the research of event and event tourism to deeper development by regarding the research of event impacts as the breakthrough point and making people have a correct cognition to the concept and importance of the event in term of traveling.This text takes the research mentality of propose the question, analysis the basic theory, establish model, empirical research, draw the conclusion as the masterstroke. It regards urban tourism as the breakthrough point on the basis of analyzing the interrelation of event and urban tourism. First, it analyzed the culture factor that the hallmark event includes in detail. Then it analyzed the tourism impacts of hallmark event from two angles, including tourism motive (demand angle) and the products composition of urban tourism (supply angle). This part is the theoretical foundation of this text.
