First-class land development means that government or its authorized enterprise makes unified land acquisition, demolition, resettlement, compensation, and the appropriate municipal facilities construction of the city within a certain range of state-owned land (original ground) or rural collective land (habitat) , so that to reach " three are through and one is smooth "," five are through and one is smooth "or "seven are through and one is smooth "(Rehmannia), and then be paid on the cultivated land to sell or transfer.First-class development is an innovation of urban land development. Generally Chinese urban land development is still at an early and exploratory stage, it need to be studied further theoretically and practically. This paper bases on theories of urban economics, land economics, and adopts comparative analysis, pattern analysis, empirical research methods, research theory of urban land development and practical issues, compares with current practice of several major land development patterns and evaluates, analyzes problems in the current land development, puts forward proposals of land development. The empirical analysis of Beijing Zhongguancun West on the basis of theoretical research on first-class land development focus on providing a theoretical basis for first-class land development.China is currently in a period of massive expansion of urban land, with a rapid increase in the number of urban land use, large-scale changes happen to land-use structure that will cause many contradictions and conflicts of interest. China's current land development model is government monopoly or government-led type, type of enterprises participating, problems of "land makes money", "store without use ", "waiting for appreciation", and so on, it will reduce the efficiency of land resource allocation. In recent years, the land market allocation model increases financing channels as well as improving developing efficiency, but it results in many problems that government cannot control development process, land cost, transfer scale. To realize the modernization construction of low cost, high efficiency, government should adhere to the land development process in the dominant position without wavering, and explore new institutional arrangements and establish a socialist market economy of the land development patterns on the premise of government-led development.First-class land development meets requirement of modernization of China's urbanization and urban development to achieve scientific, systematic, intensive development. It is the inevitable choice. The ultimate goal of land development is to achieve mutual development of "social, environmental and economic benefits". The key is harmonious land acquisition, its core is reasonable benefit distribution after land development. The basic approach is to coordinate the interests of relevant parties. Land development must base on government-led. With a legal basis of the monopoly of land development, government should balance various interests, including making sure urban residents, people near city and people far from city share the benefit of modernization. Land development organizations adopt market-oriented approach to improve efficiency of land development and investment. A scientific plan is to optimize the allocation of land resources and increase land value. It is an important condition to maximize efficiency of urban land development and the basis for the harmonious unity. The marketization of the government-led land development in our country is still in its infancy, we must emancipate our minds, deepen the reform, and make it improved and legalized in practice.
