At present, communication market of china has formed new pattern, and tripartite confrontation is constructed. Hainan is one of the 3G competitive districts of china. Based on strategic planning theory, and present 3G development situation, the dissertation focuses on net quality, marketing, and consumer service of Hainan Communication, by using the PEST model, poter's five forces model, and research on the formation and implementation of 3G competitive strategy is researched.Firstly, economic environment, technological environment, competitive counterparts, net situation, marketing, and response capability of Hainan Communication is analyzed. Then,3G competitive environment of Hainan is analyzed based on porter's five forces model, and the core competitive power of it is also proposed, that is, Hainan Communication should implement differentiating strategy on the basis of good net quality and good service. To keep leading in the market, Hainan Communication firstly implements differentiating brand publicty and new marketing strategy, then, improves 3G net system, so as to help the market development of Hainan Communication, finally, implements differentiating service to satisfy consumer's need of Hainan Communication.
