| As the government put forward the plan to build the innovation-oriented nation, the R & D subsidies become hot spot among domestic economic scholars; therefore this thesis tried to make overall assessment of the current situation of R&D subsidy and provided some suggestions on how to apply this policy tool to support the development of strategic industry.This thesis first introduced the history of the R&D policy, the related classical theories of R&D and strategic trade policy. In the second part of the thesis, there are some reasons for the necessities of carrying out government subsidies; by using the Methods of qualitative and quantitative analysis, the writer accessed the current situation of R&D from several aspects in the third part. Fourthly, the thesis uses the empirical test of the provincial panel data to test the stimulation effect on the firm input and export, and then, introduced the stories about the experience of several developed countries, including U.S.A, Japan, Korea and Finland. At last I discussed the shortcomings of the R&D policies in China, and put forward several advices about how to implement the government subsidies, basing on this above analysis.This paper shows that government R&D policy is more effective than financial institutions loan and foreign funds, and can effectively stimulate the enterprise's R&D investment in China. According to current economic environment, I believe the government subsidies are the best choice to improve the innovation competitiveness strength of the industries.Although the governments R&D can effective stimulate enterprise, but for the export and sales revenue, R&D subsidiaries have an unobvious stimulating effect. The key to build the innovative nation is continued investment in universities to set up a high-quality innovative team. |
