Due to particular and diverse structures in East Asia, the degree of cooperation and the progress of integration in East Asia are far behind Western Europe and North America. The Westphalia System is still the main feature of the system in East Asia, which brings about problems of state sovereignty and border or territorial disputes. What is more, the establishment of the trust mechanism among East Asian countries still has a long way to go, leaving East Asia still lacking scope of cooperation. As a result, TrackⅡcooperation can play an important role in East Asia, supporting progress in Track.Since East Asian community building is both beneficial to China as well as the rest of East Asia, it has become an inevitable variable in Chinese foreign policy decision making. Following a case study on the East Asian Vision Group(EAVG) and the Network of East Asian Think-tanks(NEAT) as well as analyzing the way of providing intellectual support by the policy researchers with official backgrounds in both EAVG and NEAT, this article focuses on the ongoing and active interaction between TrackⅡand the building process of the East Asian community.This article is comprised of four parts. The first part introduces several core definitions and reviews the retrospect and the development of the theory of TrackⅡdiplomacy. The second part mainly focuses on the interaction between of the EAVG and the initiative of the East Asian community, selecting the articles and research results of Professor Zhang Yunling, a member of the EAVG. The third part turns to analyze the NEAT and its members, including Wu Jianming, Qin Yaqing and Wei Ling. In the forth part, this article argues that the interaction between TrackⅡin China and other actors, has pushed the building the East Asian community forward.
