An Analysis Of Government Behavior In The Optimization Of Rural Financial Ecological Enviroment

At present, China's rural financial ecological environment is in a poor condition, the Government, as the main body of construction in the rural financial ecological environment. The behavior of government plays a decisive role in the rural financial ecological environment. In this paper, on the basis of the scholars'research and the actual situation of rural, the rural ecological environment is divided into rural economy environment, rural finance development environment, rural institution environment and rural credit environment; the behavior of government is divided into central government behavior and local government behavior.On the basis of theory about rural financial ecological environment and government behavior, this paper analyzes the necessity of government paticipation in the construction of rural financial ecological environment, and the performance of government behavior in the construction of rural financial ecological environment, and the behavior of central government and local government impact on the rural financial ecological environmental, and then use the method of cointegration analysis, Granger causality test and error correction model (ECM) to analysis the impaction of central government's fiscal policy and monetary policy on the rural financial ecological environment, and finally we found that central government fiscal policy, rural tax reform policy and rural financial reform promote the development of rural financial ecological environment, but the unreasonable structure of fiscal expenditure, the rural tax reform and rural financial reform is not complete, it to some extent impact on constrution of China's rural financial ecological environment, and affect the development of rural finance and rural economy; local government due to impact of our tax system and political system, in order to develop the local economy, there has been excessive intervention of rural finance. Therefore, to improve the current rural financial ecological environment, we should transform government functions. Central government should further increase the Government's financial support for agriculture spending, and adjust the structure of fisical expenditures for agriculture, while further deepen the rural tax reform, and specification the rural tax and fee system according to the law, and increase the input of the rural financial legal system; local government should reduce its excessive intervention in rural finance, let rural finance achieve to market-oriented operations, at the same time, local government should regulate their investment behavior, to avoid local duplication serious.This paper focuses the performance of government behavior on the rural financial ecological environment, and focuses government action on the impact of rural financial ecological environmental, and analysis the central government behavior in fiscal policy and monetary policy impact on rural financial ecological environment, and on basis of this, specification the government behavior in the constrution of rural financial ecological environment.
