And for the accounting personnel management,fund management and budget management, it should thus adopt the model of centralization of power. Afterwards, this paper compares the advantages and disadvantages of different management style of accounting personnel,fund management,budget management, and combines the development stage and development requirement, it specifically designs the integration management of accounting personnel in the development, bank management for internal fund and overall budget management. and finally put forward protective measures. At last, it analyzed the shortcoming of this paper and put forward forcast.
