Public Of Project Management Maturity

Since the 1990s, an increasing number of business activities have not focused on framework of organization but on projects. Particularity of public project is characterized by the feature mentioned above especially. High failure rates are remaining obstinately high. Failure of public project mainly resulted from the management of stakeholder governance of the public project by analyzing the failure of the public project. Therefore, the paper put forward the concept of management maturity of the public project and explored it from the perspective of theory and practice.N Management maturity of the public project is based on that the government delivers the degree of realizing the objective of the expected result within the budget in time. Research on management maturity of the public project is based on management capability of the public project, coupling relationship among the factors composing the system of the project management ability, and promotion system of management maturity of the public project as the channel. By implementing promotion process of corresponding ability of each maturity level, transition from lower maturity to higher maturity was realized, and consequently the success rate was improved at the same time.The pa(?)er is centered on maturity of public project management and the following research results were achieved:After summarizing the related theory of maturity research of project management, complexity on management maturity of the public project was regarded as the angle.(1) Analyzing the system structure of management maturity of the project and giving the system design. Operation structure and system feature of management maturity of the public project analyzed, constituent elements of system on management maturity of the public project are classified as organization management, capacity management,culture management and performance management compenents. The components above were established to adapt to system operation of management maturity of the public project and to meet the needs of improve maturity of project management capacity. System design of management maturity of the public project follows the ideals of process propulsion of maturity model and process management thought which is gradually reaching mature. As a result, maturity of the project management will be hierarchicalized. Management maturity of the public project will be improved gradually and spirally through implementation and improvement of critical process.(2) Establishing promotion system of management maturity of the public project. Promotion system of management maturity of the public project is a system based on key process, implemented by stages and enhanced maturity of the project management. It provided an efficient and incremental system operation method for improving management maturity of the public project.(3) Designing index systems, methods and evaluating models. According to index system characteristics of management maturity of the public project, the paper adopts the Fuzzy-AHP to assess management maturity level of the public project, followed by empirical research.
