Along with the urbanization process, a series of outstanding issues has emerged, such as the rapid growth of urban population, water crisis, environmental degradation, etc. An enormous pressure of urban resources which were important for human survival had been made with the accelerated development of urbanization. Therefore, we need understand the relationship between urbanization and urban resources deeply, review the problem of resource pressure with a comprehensive perspective, and seek the solution to achieve the coordination between urbanization and urban resources.Xianyang is the largest electronic industrial base and an important textile industry base in the Northwest of China. Along with the implementation of western development, Xi'an-Xianyang economic circle has came into the eight major economic regions in China. However, some problems are quite conspicuous in the process of the urbanization of Xianyang, including the consumption of land resources, water resources, power resources. In the paper, the author took Xianyang city as the research object, measured the urbanization level and urban resources of Xianyang by the index system, used cointegration and Granger causality to analyze the quantitative relationship between the two. And then, the countermeasures and suggestions are given to provide a scientific basis for their coordination.Results are as follows, through scientific studying:(1) Urbanization level of XianyangXianyang's urbanization level has greatly improved from 0.1105 in 1989 to 0.7001 in 2009. The 21 years can be divided into two stages:the first stage, from 1989 to 1999, since the Third Plenary Session of the Eleventh Central Committee, the economic and social development of Xianyang entered a new stage, the urbanization level has improved but the rapid was relatively slow. The second stage,2000-2009, China carried out the strategy for the western development, Xianyang entered a rapid development period within the framework of xi'an-xianyang economic integration, the comprehensive urbanization level improved 0.4636 within the 10 years.(2) Urban resources level of XianyangXianyang's urban resource pressure was upward from 1989 to 2009, it can be divided into two stages:Stage 1, from 1989 to 1999, the annual growth rate is about 1.244%. Stage 2, from 1999 to 2009, the annual growth rate is about 2.915%, which is almost twice of the previous stage. It can be seen that the urban resource pressure of Xianyang is a serious problem in recent years.(3) The quantitative relationship between urbanization and urban resource pressure of Xianyang At the 0.01 significance level, the urbanization and urban resource pressure of Xianyang is significantly correlated, the correlation coefficient is 0.971. And we can obtain the function for which the urbanization level is taken as the independent variable and the resource pressure as the dependent variable, using regression analysis:y=1.887x2-1.252x+0.264, that is the urbanization comprehensive level and urban resource pressure is a quadratic function relationship.After the cointegration test, there is a long-term equilibrium relationship for the HUI, EUI, LUI, EQUI and URSI of Xianyang. And the author combined Granger causality test, used least squares method to construct the multiple regression model, the linear relationship is:URSI=4.2920 HUI+03279 EUI+0.5753 LUI+1.8078 EQUI+03902①HUI and URSIAt the 10% significance level and 96.28% confidence level, HUI is the one-way Granger cause of URSI. Once the HUI of Xianyang improved 1%, the URSI would increase 4.292%. That is, to control Xianyang's urban resource pressure, it's have to control the population growth, improve population quality, establish a social security system, increase employment, so that coordinate the HUI and URSI.②EUI and URSlAt the 10% significance level and 98.89% confidence level, EUI is the one-way Granger cause of URSI. Once Xianyang's EUI improved 1%, URSI would increase 0.3279%. At present, Xianyang formed the pillar industries of energy, chemical, equipment manufacturing, electronics, food, medicine, textile and building, etc. the economic development requires a powerful resource support. Therefore, it's have to promote circular economy, which consume resources more efficiently; encourage the enterprise transformation from simple production to brand-marketing and independent research, to increase the added value of the products; develop the low-power modern services vigorously, to promote Xianyang tourism industry.③LUI and URSIAt the 10% significance level and 98.04% confidence level, LUI is the one-way Granger cause of URSI. Once the LUI of Xianyang improved 1%, the URSI would increase 0.5753%. Therefore, it should be encouraged for the urban residents to have awareness of energy conservation in daily life, and practice the low-carbon concept actively.④EQUI and URSIAt the 10% significance level and 98.49% confidence level, EQUI is the one-way Granger cause of URSI. Once the EQUI of Xianyang improved 1%, the URSI would increase 1.8078%. Therefore, the government should formulate reasonable urban resources planning before build municipal facilities, and identify specific geographical approach according to the natural resources and social and economic development status of different geographical units, which will help to ease the urban resources pressure.This study has some innovation as follows:(1) The related research for the urbanization level often uses single method with the composite index system, such as principal component analysis, entropy method. It is scientifically combined the two methods to measure the urbanization level in this study.(2) The quantitative analysis of the relationship between the urbanization and urban resources pressure often using correlation analysis and regression analysis. The writer considered the classic regression model was built on the basis of steady variables, it cannot be used for the unsteady variables, otherwise there will be "false return". Therefore, this study using cointegration test to judge whether there is a long-term equilibrium relationship between variables. Based on the condition then use the Granger causality test, analyze the causal relationship between variables from the probability view, which has some unique.
