Study Of County-level City Emergency Command Platform

At present, the urbanization of our country develops very fast, the urban scale increases in a high speed, the population of urban rises rapidly, the disparity between the city and countryside become larger and larger, which causes the urban development faces the integrity risk, the traditional and the nontraditional urban safety incident is increasing day by day. In order to promote the harmonious development of human and society, building an urban comprehensive emergency information system has very important practical significance to the management of the urban risk source and Emergency treatment. As a county level government, the key point to promote and enhance the urban emergency management is not the quantity of resources, but the integration and usage of resources. In order to promote the urban emergency management, it is the realistic choice of China to enhance the construction of urban emergency system through Integration the resources.In this dissertation, the suitable theoretical framework and application of the system for county-level city emergency command platform was put forward through related literature, including the laws, regulations and other forms of information about City public safety, disaster prevention and major accident's emergency management, the basis of risk management theory, modern management, disaster science, complex systems theory, information management and knowledge management, and many other subjects of the latest achievements in the field. The suggestions to construction of county level urban emergency command platform are provided through the analysis of the present situation of our country's urban emergency command platform construction, specially the situation of Yuyao Zhejiang. Through the system analysis of emergency direction information platform logistic model, the whole structure of city emergency command platform is build, and Emergency information platform subsystems such like the place of emergency command, the basic support system, the synthesize application system, and the mobile application command platform are designed. The design of data base of emergency command platform is researched through the deeply analysis of basic information, safe information and geographic information of emergency command platform. Implementation procedure of emergency command platform is analyzed through data conformity, data process, data exchange and data sharing of emergency command platform's information data base.
