Research On Eco-tourism Capacity Building Ways In Tibetan Community Of Yunnan Province

Community participation is a content of eco-tourism and it's also the symbol that divided eco-tourism from mass-tourism. As the main body of community participation, community residents'participation in tourism in the position and participation in the gradual increase is receiving more and more attention. But as a vulnerable group in the tourism stakeholders, there is a gap between the whole communities'development level and the tourism required standards. The community residents urgently need to improve their own participate capacities, but they don't find a right way. This problem is particularly prominent in the minority communities.The scholars made a lot of researches on CBET, and how to participate in tourism also had discussion. In these research, the local minority communities as the local resources owner and the tourism reception how to develop the community tourism is a key point. The scholars pay a lot of attention to the participation mechanism and the participation method, but how to adapt the tourism development request is not pay much attention.This article is taking this as a breakthrough point, especially research the minority community tourism capacity building ways. Take the Luorong community in Potasto National Park as example. The main research content and the result are as follows:1. In reviews domestic and foreign studies on the community research, the CBET and capacity building, the paper pointed out that the community carried on capacity building is necessary way the community which want to participate in the eco-tourism. The key question is finding an appropriate capacity building way.2. The paper is clear the object of study on the basis in limits related concept's foundation. Then comprehensive stakeholder theory and tourism empowerment theory, proposes the community capacity building way theoretical analysis frame.3. The author do a lot of field survey on the Luorong community's tourism development history, the development background, ability present situation and the development wish and carries on the analysis, then discovered the distance between the request which tourism development and the community resident present condition. After analyzed the other stakeholders, based on this proposed that the capacity building feasible way, and carried on the analysis summary take the Luorong community as the example. This paper do a deep research on capacity building ways, not only encourage the theoretical discussion on the CBET, but also give some practical suggestions on capacity building to the minority communities.
