The Study Of The Problems And Strategies In The Process Of Agriculture Mechanization In Shandong Province

Wheat and corn are two major alimentary crops in Shandong Province. At the end of the ninth five-year plan, the mechanized farming of wheat was achieved. However, the mechanized farming of corn, especially during the process of harvest, is still at the starting stage. As one of the main alimentary crops, the level of the mechanization in corn harvest directly affects the development of corn farming and the extension conservation tillage technology of Shandong Province. It is urgent to promote the machinery reaped area and improve the mechanization during the process of Agriculture mechanization. After many years development, great progress has been made in Agriculture mechanization in Shandong, but it still has a long way to go.On the basis of former researches, taking the problems existing in the process of alimentary crops mechanization, especially the problems of mechanized harvest of corn for example, this thesis tries to use the new service-oriented theories, from the aspect of setting up a service-oriented government, to talk about the current problems and causes, so as to seek for theory support.The body of the paper consists of the following six chapters. Chapter 1 is a preface, mainly talking about the background, significance, current situation of the study as well as its outline, content, methods and the innovation. Chapter 2 is the outline of service-oriented government and the new public service theories, making a brief introduction of service-oriented government and the meaning and features of the new theories and its relationship as well as the significance of service-oriented government for alimentary crops mechanization. Chapter 3 In view of the transformation of government functions and Agriculture mechanization, the political environment for building the research analysis, including the need for our government and the process of transformation, Agriculture mechanization to follow the trend of government transformation product, the domestic Agriculture mechanization developments and public service Government role in promoting type. Chapter4 talks about the major problems of Agriculture mechanization in Shandong and analyze its causes. Chapter 5 is about the proposals for the mechanization in corn harvest in Shandong Province from five aspects:financial support, technological innovation, setup of social service system, bettering the regulations and regulating the market. In the end, a conclusion is made and some problems are come up with for further research.
