With the further reform and opening up to the outside world, the reforming of the economic system began in an all-round way, the social structure began to change, and the country started to control and accumulate the resources, the phenomenon where the last winner would get all of earns formed gradually. At the same time, the policy to let some people and some regions prosper before others stimulated people's desire to be rich, however, which also led to a widening gap lying in the social members of China because of differences in the social location superiority and in the personal natural endowment. The fact in the present stage in China is that there is a state of complete confusion in the social stratums including the positions in the areas of politics, economy and society. The income gap in different social stratums is increasing, in the meanwhile, the contradiction and conflict are also strengthening unceasingly. Thus we never see the positive influence brought by the social restructure, but simultaneously, should see the social conflict has become the main contradiction in the process of building a harmonious society.The essence of market economy is that efficiency is preferential, which divides members of different social classes in our country into different social stratum status by a mechanism of competition. In the present stage, the division of powers of our country became unbalanced caused by the weak surveillance strength, the wealthy social stratum gain large amount of wealth by the privilege. But the impoverished social stratum that was in the vacuum of power was gradually marginalized and became the minority groups. The public division of powers is not equal, which causes the members of different social classes to have "the enmity rich complex", and the confront psychology between different social classes further strengthens. When the benefit expression and the right demand cannot obtain the prompt effective response, the social contradictories like "the cadres and the masses", "party and the masses" start to intensify. Mass sudden occurrences often happen, which has already influenced the democracy stability and the normal operation in the economic and social areas. Generally speaking, the malformed development of benefit competition causes the gap between rich and poor to expand, and then bring about the society conflict, therefore the social conflict intensifies the contradictory between rich and poor. The gap between rich and poor and the social conflict's overlapping function are worsening in the time of benefit gambling, how to disintegrate the two to inlay mutually already became the biggest bottleneck in the process of building a harmonious society.During the pivotal historical period of building all-round xiaokang society, when the 12th Five-Year Plan (2011-2015) started in an all-round way, the country should attach great importance to the hazardous influence brought by the gap between rich and poor and the social overlapping conflict and regulate its operational mechanism. The Government departments should coordinate the interest relations in various social strata, expand intermediate Stratum in the social structure in proportion, so as to unite the whole people of all ethnicities in the country to build a socialistic harmonious society.
